This article is mostly about how most colleges are cutting back in admissions, and due to the state budget cuts, they (at least my school) cannot afford the amount of freshmen that want to come in.

At least with my school, we cannot afford the expansion of the campus, we are still a small college in comparsion to most CSU's.

This will however boost admissions of students to go to local community colleges (which is not a bad thing!) and finish their GE courses there and then transfer in to the CSU's or UC's. Which in the long run will allow students to not have as much debt once they finish with college all together. It is just a different way of doing things. 

I went to the Community colleges first and trasnfered... Alex went straight to CSUN...  I will have less debt to pay back then he will... but he will have a better credit score due to the amount of money he has barrowed. So it's a toss up, but regardless both are not terrible.
